As far as I understand it Ecchi is the name of the first character in the word Hentai, which means perverted in japanese. Anyway, what it means in practice is that the anime has non-explicit erotic content. Ecchi forms a sort of middle level between Fan Service, which is incidentally erotic and hentai which is explicit. I don't have any problems with Ecchi, and will review titles containing it. One of the problems is that many titles that contain Ecchi material have failings in other area's that make them implicitly less interesting. A negative example is the anime "Sakura Diary", while a positive example could be "Homeroom Affairs". In general I think the offensiveness of this material is dependant on the story integration and the empathy with which it is presented.
