This movie has good animation, good sound and is pleasantly well-written. While it has a strong core plot there is also time for a romantic sub-plot and the trademark tenchi character interaction. Of course the entry of Kiyone causes Mihoshi to be even dumber than OAV watchers will remember. The villain who powers the plot, as he travels back in time to exterminate Tenchi's family line, is powerful and evil...but not much for conversation (unlike Kagato from OAV 1). So why doesn't it rate higher? I'm not sure, I think the real reason (major opinion time) is that the fun of tenchi was the playful exploration of the characters. Given the restriction of movie length, the need for the various plots to come to completion, and the somber mood of the encounter we don't get to see much of what made tenchi fun in the first place. Novices will find the large group unwieldy and mysterious, while the experienced may find only the shadows of the characters they like so much. Still, well worth a watch.
